Kimberly A. Holden

Currently, Kimberly serves as the Assistant Commissioner for Management (Operations) with overall responsibility and oversight of all management areas for FDA to include, Human Capital and Management Programs, Shared Services, Business Process Improvement, Ethics, FOIA, Dockets Management, and the White Oak Consolidation.

Kimberly is a graduate of the University of the District of Columbia with a Bachelor's Degree in Public Administration. She has served as a Human Resource professional for most of her career in a variety of positions. Kimberly began her federal career in 1984 with the Department of Labor, Mine Safety and Health Administration (MSHA). In 1995 she transferred to the Department of Health and Human Services, Food and Drug Administration (FDA), where she served in a variety of positions to include HR Specialist in the Office of Human Resources and Management Services (OHRMS) servicing the Center for Devices and Radiological Health (CDRH); Staffing Policy Specialist in the Division of Recruitment and Staffing, OHRMS; Deputy Director of Recruitment and Staffing overseeing the Delegated Examining Unit, OHRMS; and Human Resource Officer for the Office of Regulatory Affairs (ORA) and the National Center for Toxicological Research (NCTR). In September 2003, Kimberly was named Interim Director for the FDA Office of Human Resources. In this capacity, she was instrumental in coordinating the DHHS HR Consolidation. In 2004, Kimberly served as the Director, Office of Management Programs where she provided leadership and direction for several Agency-wide programs that include Competitive Sourcing, Ethics and Standards of Conduct, Dockets, Freedom of Information, Commissioned Corps Liaison, Peer Review, and Workforce Programs. In 2005, Kimberly was detailed to serve as the Deputy to the Associate Commissioner for Management and CFO as the Acting Assistant Commissioner for Management. In 2006, she was appointed as the Assistant Commissioner for Management (Operations).
